The long-term objective of IPACC/IPAMS is to promote peace and stability in the Indo-Pacific region through mutual understanding, dialogue, and friendship. Both conferences have been preeminent signature events for security cooperation by bringing together dozens of nations in the hopes of creating new avenues for bilateral and multilateral cooperation, and enabling dialogue about the most pressing security challenges in one of the globe’s most volatile regions. The biennial Indo-Pacific Army Chiefs Conference (IPACC), now in its 11th iteration, brings together the most senior land power commanders to establish and foster personal relationships while addressing mutual interests and challenges in the region. It is co-hosted by the United States Chief of Staff of the Army. The Indo-Pacific Armies Management Seminar (IPAMS) is the region’s longest running and most successful military seminar series, having expanded dramatically from the original 9 nations attending PAMS I in Honolulu, Hawaii, in 1977, to an all-time high of 31 nations present for PAMS 41 in Seoul, South Korea in 2017. In 2018, the conference was co-hosted by Vietnam in the city of Hanoi. In 2014, a separate forum was added affording senior enlisted leaders and warrant officers the opportunity to meet for open dialogue, share lessons learned, build and maintain relationships, and provide understanding for what each army can and cannot provide during crisis situations.
